Is Clark Place an affordable housing community?
Yes. Clark Place participates in an income-restricted affordable housing program. Applicants must meet household income qualifications and other standard eligibility guidelines.
What are the income limits for Clark Place?
Income limits are based on household size and updated annually using Dakota County program guidelines. Total household income must be UNDER the following limits based on household size:
– 1 Occupant: $55,620
– 2 Occupants: $63,600
– 3 Occupants: $71,520
– 4 Occupants: $79,440
– 5 Occupants: $85,800
– 6 Occupants: $92,160

How do I apply for an income-restricted unit?
Apply online or contact our management team for assistance. Income and eligibility documentation will be requested during the qualification process.
What documents will I need to provide?
You may need to submit proof of income, identification, and additional materials required for program verification. Our leasing team will provide clear guidance on what to share.
How long does the approval process take?
Approval timing varies based on application volume and eligibility verification. We work to complete reviews as efficiently as possible while keeping you informed.

What floor plans are available at Clark Place?
Clark Place offers 2-bedroom apartments and 2- or 3-bedroom townhomes, depending on availability.
Are townhomes income-restricted too?
Yes. All apartments and townhomes at Clark Place are part of an income-restricted affordable housing program and require income qualification.
Do townhomes offer garages or private entrances?
Many townhomes include private entrances. Select homes may offer attached or detached garages based on availability. Contact leasing for current options.

Amenities & Location

Is Clark Place near public transportation?
Yes. Clark Place is located in South St. Paul with convenient access to transit routes, shopping, dining, parks, and everyday essentials throughout Dakota County.
What parking options are available?
We offer off-street surface parking. Some townhomes may also have garage access based on floor plan and availability.

Residents of Clark Place

How do I pay my rent?
You can pay your rent online using your Tenant Web Access portal, or by downloading the mobile app on Google Play Store or Apple App Store. If you wish to mail in your rent payment, please send it to our corporate office at 5201 East River Road Suite 308, Fridley, MN 55421, and make the check/money order out to Kleinman Realty Co.
Rent payments are posted online and due on the 1st of every month. Residents have a 5 day grace period, and all rent payments must be submitted or postmarked by the 5th of every month. Late rental payments are subject to a late fee.
How do I put in a service request?
Residents can use their Tenant Web Access portalto submit service requests, or by downloading the mobile app on Google Play Store or Apple App Store. Please provide your building and apartment number, and details of the service requested.
What if I have an after hours emergency?
Kleinman does have on-call emergency service technicians. If there is an emergency, please call our corporate office number 763-572-9400 and follow the prompts.
Please use the emergency service ONLY if your situation requires immediate attention.
When is my notice to vacate due?
As your lease term expires or anytime thereafter, you may provide your proper Notice to Vacate. You must submit a written Notice to Vacate to Kleinman Realty Co. at least two full calendar months less one day as indicated on your lease. Please remember to review the No Winter Move Out Clause on the front page of your lease.
